State of Municipal Buildings Tulbagh

Email letter sent to the Municipal Manager of the Witzenberg Municipality about the level of maintenance of Municipal Property causing these assets to deteriorate (see photos below).

Dear David,
Kindly note the state of the Municipal owned property in Tulbagh as of 26 March, 2010. (see photos below). I include some of Klipriver park swimming pool, the reed infested and polluted Klipriver (dam and river), the old Traffic Department building (now let to the Busy Bee craft centre), the 5th Avenue Advice Centre and the community hall in Witzenville.
This is a most unsatisfactory state of affairs?
The 'assets' of the Municipality are being allowed to deteriorate (as is the case with the roads, sewerage, water and the stormwater reticulation) due to there not being ongoing maintenance allowed for in the budget and effected as a result of same. I suggest you add maintenance to your IDP, as well as to the Municipal budget in future and implement some maintenance soon?
Note the sewerage man-hole cover at Klipriver Park (still missing since I last photographed it in 2006)!!
Note also the raw sewerage in the Klipriver (also shown in my photos of 2006)!! Note also the severe crack in the main pool (some of the approximately 40% losses of water in Tulbagh?)
I note also that the electrical installation of the camping sites at Klipriver Park has been disconnected. I have been informed that this is due to the installation being completely unsafe. I am informed that this has been the case since January and yet the Municipality continued to accept bookings until mid March (not very nice for the visitors to arrive there and find out that they don't have electricity?)
Kindly advise when a proper maintenance program will be effected to all Municipal owned property.
