Tulbagh Huis Disa Old Age Home needs land for expansion and the Municipality is considering a request to Transfer adjacent land owned by the Municipality to the Old Age Home.

I have had a chance to visit the property concerned and I am of the opinion that the WHOLE of Erf 23 should be transferred to the Huis Disa Old Age Home.
If you look ate the attached Google image, you will note that most of the eastern end is not useable due to the narrowness and the flood line.
I draw your attention also to the fact that there is a waiting list for self contained units in the Disa old age home - perhaps a few years?
I draw your attention also to the fact that any future expansion of the Old Age Home, should be single level for practical reasons relating to ease of access by the elderly.
Thus, Council's decision that "the rest for High Density (town house complex) Proposal 13 units short term" is of concern to me. We have to look at the long term needs of the old age home. They will need all that they can get to the north of the existing self contained flats, for another nine units plus car parking and would certainly need at least another nine or ten units in years to come (with provision for parking). There is currently also not much open space for the elderly to walk or get out into the open air. Thus the remainder of Erf 23 on the eastern side would be at least good for that?
I urge Council to consider this proposal.
Your response and Council's favorable decision will be welcomed.
The matter will be tabled for discussion at the forthcoming committee meetings of TRIF and the DA of Tulbagh.

Your information on the water main is not correct. The old age home made application for a fire hydrant. The furrow/trench and pipes will serve this purpose and is in the interest and to the benefit of the Old Age home

Dear David,
During the Land Audit Community Consultation process, I made a suggestion that the road in front of the House Disa Old Age Home (part of Erf 23), should be closed and the land be donated to the old age home for expansion of their self-contained flats. My understanding is that this was approved by Council when the entire Land Audit proposals were tabled recently.
To day I notice a new water main been laid on the present boundary without any thought to the future alienation of the land, or the road closure, or the incorporation of that land into the Old Age Home. I ask the question with due respect but don't know how else to ask it....... Does anybody there read what is tabled or proposed and or approved, or to put it another way....does the one hand know what the other is doing? Or, can you advise me if in fact the proposal to incorporate that strip of land into the Old Age Home has not met with the approval of Council?
I also made a suggestion that Erf 30 (some kind of Municipal workshop now housing displaced farm workers?) should also be earmarked for transfer to the Old age home for future expansion. I trust that this has or will be accepted and nothing be done to interfere with that process in due course.
The Old Age Home has already been restricted in expansion by what could possibly be termed as an uncaring speculator (as far as the Old Age Home is concerned)? That person bought the adjacent property subdivided it and resold it? Thus this effectively denied the Old Age Home the opportunity to expand. Sad indeed that the land did not go to, or was not offered to the Old Age Home. Anyway, now there is nowhere else that the Old Age Home can expand but the population of aged people in Tulbagh is expanding rapidly. So if the Witzenberg Municipality does not come to the party, it will be another sad day for the Old Age Home.?
Perhaps the pipe should be moved to next to the river bank to allow for the above incorporation to take effect. That of course would have to be done now - while they are laying it?
