Dear David,
Degeneration of the state of the roads in Tulbagh.
Since I have lived in Tulbagh the past 12 years, I have watched the roads disintegrate before my eyes to a point that in some cases, it is virtually impossible to drive on the shattered surfaces with ruining one's suspension - never mind the dust! I am obviously affected by all the roads that I have cause to drive on (as all residents are) but am more seriously affected particularly by the state of the road I stay in - namely Buitekant Road - both in terms of the inconvenience as well as the effect on the value of my property investment.
I am aware that some a few roads have been resurfaced and that some new road rehabilitation is planned but as seems always to be the case, the Municipality always seems to have plans (IDP is one example of an ongoing or planning exercise 'in the course of preparation') but tends to take forever in terms of the implementation thereof?
It most instances, the deterioration can be attributed simply to a lack of maintenance and remedial work. As can be seen by the attached photos (see photos below), one will see how the deterioration has progressed over the years to a point whereby the road surface hardly exists anymore. You will also notice that there is a large hole (storm water pipe aperture which has collapsed) on the corner of Buitenkant and Mark Street. That hole has existed for about three years and the municipality has been advised of this at least when it first became apparent. This hole is dangerous and can seriously damage someone's vehicle or even cause injury.
This is a most unsatisfactory state of affairs. As I have suggested in previous correspondence, we pay more and more each year in Rates and cost of services and yet we seemingly get less and less in the way of service delivery. I am particularly and acutely aware that I see ongoing road maintenance happening in Ceres all the time and I know of no road within the town of Ceres which has been allowed to disintegrate as some of ours in Tulbagh have. Once again, this is cause for me to question what benefits we as Tulbagh Ratepayers have for being amalgamated with the various towns comprising the Witzenberg Municipality? One thing I know for certain is that my property would have a better market value, as with others in Tulbagh if our roads were not in such a sorry mess.
Your comments including dates of implementation of road maintenance and rehabilitation as planned will be appreciated.

Kindly note the email below from a Tulbagh resident. I would say her complaints are justified and I would also suggest that an urgent action plan as she suggests, is necessary and well overdue?
You will also note a mail sent to you on 12 January, 2010 from me in respect of the same subject matter. That letter remains unanswered to this day, as are most letter/emails sent to you.
It is unacceptable that you choose to ignore correspondence on matters that are of concern to the Ratepayers of this town. Or, is it as a result of a directive to you from the Mayor that you should not respond? If so, I would ask that she be reminded that her function cannot be to direct who officials do their jobs surely? Or, maybe she can respond?
One way or another, I believe that it the DUTY of your Municipality to respond to correspondence and to address the issues raised by ratepayers timeously? After all, it is we who pay your salaries?
What is needed here is a response which details the plans of the Municipality for Tulbagh in respect of road maintenance as well as road upgrades for the ensuing year. It goes without saying that this 'plan' should also detail water reticulation and sewerage reticulation upgrades in respect of the roads that are to be so upgraded?
Could you oblige the Rate payer with such a plan?
Can it not be appreciated that we would very dearly like to get to a position whereby we are not continuously portraying the Municipality in a negative manner? How can we possibly get to that point when your Municipality continues to treat the Ratepayer with such intransigence and disrespect? This attitude of the Municipality comes across as nothing short of sheer arrogance?

Dear John
This coming weekend we have a festival in Tulbagh and again, the town is a mess. Holes that were dug in Church Street (water mains) months ago have still not been completed. The drums they have put there look BEAUTIFUL. Potholes in Waveren and Marais Street are beyond a joke. What is being done about this?
The general appearance of the town is shabby. A team should be in full force cleaning up and getting the town looking neat and tidy for the weekend. Two days into the week and nothing is being done. Maybe tourism should also have been on their case to tidy up.
I wrote to David Nasson on 22 April about a drain outside our house and at the same time requested him to do something about the potholes in Waveren & Marais Streets. Two months later and nothing has been done nor have my various e-mails been answered - SURPRISE, SURPRISE!!
Maybe you will have more success or have good news about a major clean-up which will still take place.

Good Morning
We have been in contact with the Witzenberg Municipality re the cleaning of the village, roads going out to the wine estates, the drums, the Christmas lights etc. and they have teams working on all our requests. The two holes in Church street are the fire hydrants which are to be replaced by the contractor who is also busy on another project in town but does know about the situation. So from Tourism side we would like to thank Mr Nasson and his team for what has been done so far and for what is still to be done, without the help of the Witzenberg Municipality this festival would not be possible.

Good morning Patti,
I am pleased that you are getting the attention that has made you happy with the performance of the Municipality. I wish we could all be as positive and grateful for their efforts all year round. Then we would not have to waste our time writing letters which go unanswered and seeing nothing being done about the issues that are raised?
The fact remains that the public are in the dark as to what sort of programme the Municipality intends implementing regarding road rehabilitation for the ensuing year. Then they must surely stick to that programme and we will all be happy to not have to interact with them just before a festival or possibly at all? We will then be positive and happy residents the whole year round?
Lastly, there can be no excuse for the Fire Hydrant contractor, who is busy on another project in the town and 'not knowing of the situation? The contractor must be managed properly?

That's fine with me, I can agree that this will get us nowhere fast.
Why not just respond to the email of the 12th January 2010 and give us the programme of rehabilitation and maintenance so we know what is to happen with regards to the roads?
If the Municipality has plans (some of us are aware that this year's budget has a healthy proportion of funds set aside for Tulbagh) to upgrade some roads and maintain others, would it not be beneficial for the public to be so informed by simply responding to an email?
Why not answer a few of the other emails that have been sent to you on what are considered to be important issues to Mr. Public, such as the Youth Centre for example (email of 14 April, 2010)? Any reason why such emails cannot be answered?
As discussed, I will shortly request a meeting between the Municipality and the executive of TRIF to discuss issues raised by TRIF in our minutes of 23 March, 2010 (they can be seen on www.tulbagh.net)
Perhaps following such a meeting, you will be able to provide us with the information we require to enable us to go forward in a more improved level of communication and appreciation for the efforts that are being made by the Municipality and the results that are, have been, or will be achieved - measured against where we were as of 23 March, 2010?
Then, perhaps we can start being less negative in our perception of the performance of the Municipality and have something nice to say publically for a change? I would really like to get to that stage soon. I mean that with all sincerity. None of this negativity (due entirely to the state of degeneration of this lovely town over the past ten years or so) is good for the image of Tulbagh at all.

Photos taken of just about every road in Tulbagh on 1 March, 2010
Note the absolute destruction of many roads and very clear evidence that perfectly good roas are starting to break up due to no maintenance being undertaken at all. Note some roads which were surfaced in the past two years or so - note that they are showing signs of deterioration already. Not that on one particular road done last summer, the storm water culverts have yet to be completed - almost a year later.
