Resignation as a Councillor of the Witzenberg Municipality
I have finally decided that after 40 years of community service, that I have resigned as at end of January 2015 as a Councillor of the Witzenberg Municipality.
This is entirely for personal reasons of not being able to attain any of my goals and the resultant despondency and frustration associated with it and it has affected my health with the stress levels encountered.
Aside for the many years I have spent assisting the community of the Witzenberg and about 35 years assisting other communities before this. I feel I have done enough? .
Please accept that this as not by design for any political reasons but due to good advice and for no other reason whatsoever.
My position will be filled after acceptance by the IEC and what transpires on a Council level will no longer be my concern (not my Circus and not my Monkey)
The VIP will continue to look after the interests of the community as always of course!.
I remain the Leader of the Party and we will strive to get more votes and thus more representation on Council in 2016.
This may, or may not stretch beyond the borders of the Witzenberg. Time will tell.
Finally. I wish all of the community at least some progress towards ensuring that most of the community is entirely NOT dependent upon the Rate Payers and the Municipality amd there WILL be job creation.
I will still be here to cooperate and assist all Political Parties and the community, who consider my experience and dedication worthwhile.

The VIP Party has decided at a recent Party Executive meeting that it believes in Multi Party Governance at a Local Government level towards 2016. How can 45% of the electorate and those residents who cannot vote have no say in their Governance? This is not conducive to best Governance and Direct Representation on the Local Councils. Where and why do most protest actions for poor service delivery occur - at a Local Governance level. Why? Because South African voters and the public in general, cannot tell the difference between National, Provincial and Local Government elections. They believe that voting for the Party and not giving acknowledgement to their own community members is the way to go? So the big Parties take over and the game is played?

The VIP Party has become VERY disillusioned with the current Coalition Governance of our Local Witzenberg Council. After three and a bit years as being a Councillor on the Municipality, not much has happened that this DA led coalition can brag about. Sure, we place poor people in subsidised housing but they remain poor and then claim Indigent Status (meaning that they achieve a poor status and cannot afford the cost of even basic services and this costs the Municipality close to R4 million a month)! The VIP Councillor knows of not one successful Small Business or sustainable business project that has been created and survived in this period which would have cause a bit of Wealth Creation for our poor community. This should be done simultaneously with the provision of Housing?. We have animals roaming the streets, - even entering private property and our private nature reserve in Tulbagh and denuding all natural vegetation and even illegal Pig farming going on same? Various planning proposals have been put forward by the VIP Councillor for Job creation projects and all thus far have ended up in 'file 13'. It is almost as though our political leadership is living in a Wealth Creation situation of their own - in a cocoon? This Councillor is becoming angry (I think even past that) and is already frustrated beyond belief! We demand Good Governance for our Ratepayers and residents!

New Coalition in Governance in the Witzenberg Municipal Local Council. As a result, Councillor John Veschini has the Portfolio of Chairperson of the Committee of Technical, Planning and Development and as such has automatically given up the position as Chairperson of the MPAC oversight committee as no member of Mayco may Chair such a committee. A new Chairperson will be elected in due course

A report on the situation regarding the major road contracts and ancillary works being undertaken in Tulbagh by the VIP Councillor John Veschini, who witnessed the excavations taking place for the storm water piping below the roads under reconstruction and he determined that the sub strata was almost pure clay. It seemed apparent to the Councillor that the new roads were about to be reinstated on the existing `inadequate' sub-base. He then requested that laboratory tests be undertaken and the results be submitted to the Technical Portfolio Committee and the road works appeared to come to a stop for a while?

The ANC boycotts a Special Council Meeting where two new Dirctors were to be appoint as a replacement - the Director of Community Services, who's contract was not to be renewed and the Director of Finance. Both these posts are vitally important. The former due to the Housing crisis in Tulbagh and the latter because we have to approve the Budget at the end of May and the finances of the Municipality have to be looked after? We also needed a decision to allow the Municipal Manager to be enabled to talk to adjacent land owners about land for our people who need houses.

By-Election held in Ward 10 (op Die Berg) results. This is the breakdown of the results which have cause some surprises?
And the Winner is - Piet Waterboer now with the ANC (having party hopped agian after winning under the DA banner previously). Unconfirmed results are as follows;
ANC 702 votes, an Independent represented by Neville Daniels and using a Khoi-San platform got 483 votes, DA was only third to the finish line with 391 votes and followed by another Independent by the name of Moses Davids with 41 votes and yet another Independent, Sarie Botha with 39 Votes and the last in the pack was Mark Mentoor with 17 votes. Now this was a supprise was it not? In all the Independents got 539 votes? That was even more that the DA could muster? What does the result tell us? Are people GATVOL of the major political Parties to the point that they go Independent and split the vote?

The ANC component in the Witzenberg Municipal Council has received instructions from their 'bosses' that they cannot and may not attend and further meetings of the Local Municipal Council - including Portfolio meetings. Do those Councillors know who they represent - the public!........ No! .........Party politics make all the difference? Due to one DA member being expelled do to his apparent disloyalty to his Party (and another hanging on through the Courts) possibly with the financial assistance of the ANC, there is effectively a 'Hung Council in the Witzenberg - with the Vote of the VIP going with the DA because the VIP does not have the ethos to support a Party such as the ANC in it's current form and behavior? Interesting times? So what does a Hung Council mean? Things surely stay as they are, or the Provincial Minister of Local Government steps in? Let us see what happens.

Clr John Veschini of the VIP Party submits Motion to Council - (Set No. 11) - The VIP requests the policy regarding the acceptance of new consumers is reconsidered. Currently, should their be an amount owed to the Municipality by a previous consumer, our municipality refuses to allow a new consumer to pay his or her deposit and register properly as a consumer. This policy is causing chaos due mainly to the fact that by the very fact that the Municipality closes its books before the end of the month and tenants generally move in and out of premises on the last day of the month and therefore there is always an amount owed by a previous tenant.

Councillor John Veschini - VIP Party submits motions (Set no. 5) to the Witzenberg Municipality. (Relates to the seemingly inability of the DA ruling party coalition to appreciate that if we don't have development, there will not be an increased rates base and if we don't have an increased Rates base, you and I will pay more than we should in the next financial year). The request in this motion was that the matter was to have been tabled at the Committee for Rural and Economic Development. It was ignored!

(The VIP Party proposes the new Portfolio of Rural Development and Planning be done away with in the interests of good and efficient governance and as a cost saving exercise. It has become clear to the VIP that this Portfolio is totally ineffective, unnecessary and a waste of public money. It is considered by the VIP that Development and Planning should be part of a restructured Technical, Development and Planning Committee. Also...... (Relates to The VIP Party, becoming increasingly concerned about the fact that the DA led Municipal Council does not appear to do enough to encourage development and thereby to increase our Rates base so that we will not be faced with more rates increases) This has never even been tabled at the relevant portfolio Committee for discussion to date. The DA is playing political games with the Ratepayer!

Councillor John Veschini of the VIP - Voice of Independents Party, submits an urgent Motion for the forthcoming Council meeting - Set no. 3 , requesting information from the Municipality of the Witzenberg as to the extent (of the possible liability to the Municipality and therefore the Ratepayer) in respect of legal cases pending against the Municipality - which are understood to substantially exceed R20 million! A letter written by the Councillor to the Municipal Manager on 23rd August, 2011, requesting details have to date been ignored. Given the fact that we are heading for a new budget year, it is critical to be prepared for any contingencies and know the details of the cases for decisions to be made? Surely?
