Email sent to Municipal Manager of the Witzenberg Municipality regarding possible irregularities with regards to the allocation of housing and the Housing Waiting List in Tulbagh

Dear David,
I am hearing of all sorts of irregular happenings with regards to the allocation of houses and the compilation of the housing waiting list for Tulbagh on an ongoing basis.
I hear of people getting Municipal accounts for 'their houses' but they don't live in them and the houses were not even handed over to them and others occupy them.
I hear of people who were on a housing list that exists 'somewhere', dating back into the eighties(??), who are not the current list compiled in 2002?
I notice that the current housing list comprises of about 50 % of people who have only settled in Tulbagh in the last ten years since amalgamation whereas, many residents who have been waiting far longer, are not on the housing list.
I notice (and I have mentioned this before) that shacks are still being added to and new ones erected on an ongoing bases.
I notice that there are at least 500 informal structures not including add-ons in Chris Hani.
I notice that there are at least 1000 informal structures in the backyards of many residential properties in Witzenville.
I urge you to URGENTLY address these problems in your housing department in so far as it affects Tulbagh. This situation is unsatisfactory and seemingly out of control??
My thoughts or suggestions are as follows;
1. Disband the 'so called' Housing committee immediately, do not permit the Ward Councillors (we span Ward 11 and 7), or any Councillor for that matter, to be involved with the allocation of housing, or to in anyway influence who is on the Housing waiting list and in future, ensure that the Municipality deals DIRECTLY with the residents who are to be allocated houses.
2. Find the 'original' Housing waiting list and make sure that all the people have applied to the former Tulbagh Municipality, as well as the Witzenberg Municipality are on the said housing waiting list.
3. Do a PROPER survey of ALL the informal housing structures in Tulbagh, number them, measure them, photograph them and determine the occupants and then ensure that occupants of ALL in informal structures are on the Housing waiting list.
4. Ensure that all applicants for housing are recorded in chronological order from the date they originally applied and allocate houses accordingly and plan for future houses accordingly also.
I request that this email letter, together with a full report by the applicable officials and be placed before the relevant Committee and have their recommendations made for a decision of Council at your earliest convenience.
